Louisiana voters rejected an amendment that would have allowed people who live in other states to serve on the boards that oversee state colleges and universities.

The amendment was rejected with 77 percent of voters saying "no." That's counting early and absentee voting in all but one parish, and 3,742 precincts statewide out of 3,934.
