Opelousas man arrested for rape of special needs juvenile

OPELOUSAS, La. — The St. Landry Parish Sheriff's Office has arrested an Opelousas man for the rape of special needs juvenile while two others have been taken into custody for not reporting the incident to law enforcement.

Edwin Brisco, 40, of Opelousas was arrested by SLPSO for a charge of Third Degree Rape. His bond is set at $20,000.

Carl Domingue, 53, and Telemica Mayo, 42, both of Opelousas, were arrested on charges of Failure to Report the Commission of Certain Crimes with bond set at $2,500 each.

According to SLPSO, a special needs juvenile under the age of 18 reported to school officials on Nov. 24 that she was raped by a family friend on Nov. 14.

Detectives say that when they investigated this incident they determined that on Nov. 14, Mayo and Domingue requested that the juvenile ride with their friend, Brisco, to her grandmother’s residence to pick up a package.

SLPSO say the juvenile entered Brisco’s truck and sat in the back seat. Brisco did not drive the juvenile to her grandmother’s residence, but instead drove to a family member’s residence and parked the truck. He then joined the juvenile in the back seat of the vehicle.

When the victim returned home, SLPSO say she advised Mayo and Domingue that she had an unwanted sexual encounter with Brisco. Mayo and Domingue drove the victim to Brisco’s house to confront him, but he was not home.

However, Brisco’s family members were present and encouraged the victim to go to the hospital and file a report with the police.

Upon further investigation, SLPSO say they determined that the victim was not brought to the hospital, and the victim was not allowed to attend school during the week following the incident, nor did the victim speak to law enforcement personnel.

Once the victim returned to school, she reported the incident to school officials and law enforcement was contacted.

When questioned by detectives, SLPSO says that Brisco admitted to all incidents reported by the victim, however, he denied having any type of sexual encounter with the juvenile.

Brisco was transported to the St. Landry Parish Jail and was booked on the charge of Third Degree Rape.

When detectives questioned Mayo and Domingue about the incident, both admitted that the victim advised them of the sexual crime, however, neither took the victim to the hospital, nor did they report the incident to law enforcement.

Mayo and Domingue were transported to the St. Landry Parish Jail and both were booked on the charge of Failure to Report the Commission of Certain Felonies.
