LCG's first-ever Chief of Minority Affairs addressed a joint meeting of the Lafayette city and parish councils Tuesday night.
Carlos Harvin was appointed to the Guillory administration on Friday.
Harvin ran against Guillory for the Mayor-President's office and was the only democrat in the race.
Guillory explained, "His connection not only with the minority community, but all of our community was remarkable to me. I respect him. I've grown to respect him and I think that he's going to do a good job."
