The City of Crowley's policy to install culverts on public rights-of-way was brought into question at tonight's council meeting.
The city has installed culverts for years, but some council members are worried about the city being reimbursed.
Clint Cradeur, chairman of the Public Works Committee, said, "Cities have to be reimbursed for the labor for installing culverts on private properties or public right of ways."
