New Orleans will not be heading into Phase 3 with the rest of the state on Friday.
At a press conference on Thursday concerning getting children back into the classroom safely, Mayor LaToya Cantrell announced she will not be lifting any of the city's coronavirus restrictions.
Governor Edwards on Thursday morning announced that Louisiana would be moving into Phase 3 beginning on Friday.

"The city of New Orleans is in Phase 2 and we will remain in place, we will continue to let the data drive us but where the data has driven us today is to ensure our kids are returning to school starting next week," Cantrell said.
Nola.com says that current rules restrict bars to take-out only service and limit the number of people allowed at one time inside restaurants, gyms and other businesses.
Rules in New Orleans will include all of the state's restrictions, plus stricter limits on indoor events and a ban on to-go drinks from bars.

The mask mandate for both the state and New Orleans is still in place. Edwards has not lifted that mandate for phase 3.
