Legislature says state's budget surplus stems from tax changes, not economy

The Legislature's Chief Economist says Louisiana's $500 million budget surplus stems mainly from federal tax changes, not a booming economy.

Greg Albrecht said the better-than-expected tax collections comes from personal income and corporate taxes.

He says that extra money comes mostly from the federal tax code rewrite enacted by Congress.
