The site has been affected by a national outage.
CenturyLink is having a major backbone outage which is affecting many internet carriers (COX, Spectrum, etc.) in the United States. The outage is causing intermittent connectivity issues to various websites which include Geographic Solutions hosted sites, state officials tell us.
There's also a post on the site explaining the issue:
"CenturyLink is having a major backbone outage which is affecting many internet carriers (COX, Spectrum, etc.) in the United States. The outage is causing intermittent connectivity issues to various websites which include Louisiana Workforce Commission's HiRE site. We are monitoring the situation and will send updates as additional information is available," the message states.
