Grand Jury declines to indict man accused in Kathy Apartment shooting

An Acadia Parish grand jury has declined to indict a man accused in a December shooting.

Belvin John Savoy, 19, was arrested in February after he was featured on an Acadia Crime Stoppers segment.

He was booked with second-degree murder in connection with the December 18, 2018 shooting death of James Francis. The shooting happened after a fight at the Kathy Apartment Complex, police said. Francis was shot once and died at the scene, police said.

The grand jury heard the case last month, records show. They returned a “no true bill” against Savoy, which means they determined there wasn’t sufficient evidence to indict Savoy on the charge police booked him with.
