Three arrested on child trafficking charges in Rapides Parish

Three Rapides Parish residents have been arrested, accused of child trafficking. One of the three arrested on multiple counts of first-degree rape.

The Glenmora Police Department says that an investigation began on December 20, 2018, following a report of criminal sexual abuse. The Department of Child and Family Services reported the alleged sexual misconduct against a child.

Evidence was allegedly obtained supporting the initial reports, leading to the arrest of 56-year-old Troy Lee Carroll of Glenmora on ten counts of first-degree rape. He was arrested on January 8, 2019, on those charges along with charges of possession of a legend drug, possession of a controlled dangerous substance schedule 2 with intent to distribute, and possession of drug paraphernalia.

Warrants were also obtained for the child’s parents 34-year-old Lacey Chandler and 42-year-old Gene Moras of Glenmora on a charge of failure to report the commission of certain felonies.

Chandler was re-arrested on January 8, 2019, while in the Rapides Detention Center on previous charges. Moras was arrested three days later in Allen Parish and transported to the Rapides Parish Jail.

All three are being charged with child trafficking and were re-booked into jail on those charges.
