Business owner accused of contractor fraud

A tree service business owner is accused of contractor fraud after being paid for a job he allegedly did not perform.

Police say, Kenneth Richard, 46, was paid $400 by a retired couple to install a device in the ground that redirects tree roots away from a structure.  Richard, the owner of K&R Tree Services, informed the couple that the barrier installation was complete and was paid. The couple became suspicious and removed dirt to inspect the barrier only to discover no material had been installed and only a shallow trench was dug around the trees, according to Rayne Police Chief Carroll Stelly.
