Opelousas could be putting an end to horse riding in the city. The council is proposing a new ordinance that would restrict ownership of all livestock in city limits after a number of complaints about horses roaming the streets. A ground breaking scheduled for St. Landry Parish's first Veterans Memorial doesn't go as planned. In fact, the ground breaking didn't happen at all. OPELOUSAS, La. (AP) Evangeline Downs at Opelousas opens its 2010 thoroughbred horse racing season Wednesday night.
