NEW ORLEANS (AP) - Gov. Bobby Jindal declared a state of emergency Wednesday after strong thunderstorms dumped up to 15 inches of rain and sparked tornadoes throughout Louisiana. NEW ORLEANS (AP) - Gov. Bobby Jindal says he has declared a state of emergency as a tropical depression moves toward the Gulf of Mexico and threatens to strike the Louisiana coast on Sunday.
