Possible witness/person of interest sought in 2016 death investigation arrested in Oklahoma

A man wanted for questioning in the death of his ex-wife was arrested in Oklahoma.  Russel Richard was arrested by Oklahoma City Police on a 16 JDC warrant for failure to appear on simple battery charges.  Richard is still in Oklahoma awaiting an extradition hearing.  A spokeswoman with the St. Mary Parish Sheriff's offices says detectives have not spoken with Richard yet and he is still person they want to question in the death of  Reynell Lockett, who was found dead inside a car off of U.S. 90 near the Baldwin Canal in December 2016. 

Oklahoma City Police say this was not the first run in they have had with Richard, but they did not know about his background.

"This is actually our first run in with him under his legal name. He did lie to officers about what his legal name was," says Megan Morgan, a spokesperson for Oklahoma City Police Department.

He was arrested in Oklahoma City for aggressive panhandling, assault and battery and trespassing.
