City council to confirm Todd D'Albor as chief of New Iberia Police Department

UPDATE: New Iberia is following civil service law in setting up its new police department, the mayor says. 

Under the Louisiana constitution, municipalities with more than 13,000 residents must follow state civil service law for fire and police departments. Civil service law controls the hiring, firing and discipline of fire fighters and police officers. The aim of the system is to protect these employees from political interference and repercussions when the people in power positions change via election. 

Mayor Freddie Decourt said he's been meeting with civil service officials for more than a year, to be sure that the new department is set up properly under the laws. 

"Our civil service process is a little different, because our department is brand new," he said. 

In the case of the chief's position, one requirement in the job description mean Todd D'Albor was the only qualified applicant. 

"I wanted someone who had been a chief," Decourt said. "We have no department to promote from within. We only had one application from someone who had been a police chief. I guess once people work their way up in a department, they don't usually move."

D'Albor is well-qualified, and has passed the civil service exam for police chief twice, Decourt said. 

Setting up the rest of the department's positions has been complicated, Decourt said. 

New hires will be provisional, then on probation, he said. Unlike the usual system, he has up to a year to terminate new employees who don't work out, he said. 

The new department will be online for July 1, he said.

According to the Daily Iberian, the New Iberia City Council will introduce and ratify Todd D'Albor as chief of the New Iberia Police Department tonight at their monthly meeting.

An advertisement to fill the position was placed in the city's journal on Nov. 5 and D'Albor's application was reportedly the only one with appropriate qualifications.
