Two Constitutional Changes Await Voters on Saturday's Ballot

BATON ROUGE - Two constitutional changes await voters on
Saturday's ballot, ideas that generated far more legislative debate
than attention going into the election. One would change the date
of legislative sessions, to start them a few weeks earlier each
year. The other would make 425 workers in the Governor's Office of
Homeland Security and Emergency Preparedness not subject to civil
service rules and protections, addressing an ongoing lawsuit with
the Civil Service Commission over the status of the workers. By
