Tulane institute gives RSD plan mostly good review

NEW ORLEANS (AP) - A new "strategic plan" for New Orleans public schools that were taken over by the state draws a mostly favorable review from a Tulane University institute established to study public education.
The Cowen Institute issued its review Monday for the plan in an online post. The plan was released last week by the state Recovery School District.
The institute says it sees promise in systems the state agency is putting into place, including a network of support teams, to help improve those schools still performing poorly nearly six years after the state takeover.
Among the criticisms: The institute says the strategic plan had no details about how it will keep a commitment to make sure every New Orleans public school student will attend school in a new or refurbished building.
