TS Rafael Forms in the Eastern Caribbean

Newly TS Rafael forms in the eastern Caribbean this evening. Now about 125 miles WSW of Dominica with a forward motion toward the NNW at 12mph. Sustained winds of 40mph.

A turn to the north is expected tomorrow. A deep trough across the central and eastern US should keep Rafael on a northward track. South-westerly shear is allowing deep convection to be displaced from its center, however the activity remains in a area for slightly better organization...at least over the next day or two.
