Vinton, LA- On March 1, 2013, at 7:15 p.m., Louisiana State Police Troop D responded to a two-vehicle crash on Louisiana Highway 109 about ½ mile north of Interstate Highway 10 in Calcasieu Parish that eventually claimed the life of a Texas woman.
The preliminary investigation revealed that a 2010 Ford Fusion driven by 74-year-old Millie Powell of Port Arthur, TX was traveling north on LA 109 when the vehicle she was driving struck the rear of another vehicle that was lawfully stopped and waiting to turn left into a private driveway causing relatively minor damage. Powell was transported to an area hospital with minor injuries and the driver of the other vehicle was not injured.
A passenger in the vehicle Powell was driving, 92-year-old Rubye Jones of Port Arthur, TX, was transported from the scene with moderate injuries.
The night of the crash, Powell was charged with DWI, careless operation, expired driver's license, and first degree vehicular negligent injury. Powell was not booked into jail due to her injuries.
On March 3, 2013, Jones died at the hospital. The Calcasieu Parish Coroners' Office subsequently ruled her death was the result of injuries she sustained during the crash.
On March 7, 2013, Powell was arrested by State Police for vehicular homicide and booked into the Calcasieu Parish Correctional Center. Bond was set at $30,000. The charge of vehicular homicide replaces the previous charge of first degree vehicular negligent injury.
A toxicology sample was obtained from Powell and was submitted for analysis. Toxicology results are pending and the crash remains under investigation.
In 2011, 50% of people who died in crashes investigated by Louisiana State Police Troop D were killed by impaired drivers (alcohol and/or drugs). To report impaired drivers, motorists are encouraged to dial *LSP (*577) from their cellular phone or to contact their local law enforcement agency.
This is the fourth fatal crash investigated by Louisiana State Police Troop D this year.
