WASHINGTON (AP) - There's a stronger police presence in the nation's capital and in New York City leading up to the 10th anniversary of the Sept. 11 attacks. That's because of the threat of a new attack that authorities are calling credible but unconfirmed. Homeland Security officials say they're investigating an al-Qaida car bomb plot aimed at bridges or tunnels in New York or Washington.
