COUSHATTA, La. (AP) - State police are investigating a citizen complaint that a Red River police juror had parish crews install concrete culverts in a drainage ditch in his parish.
Police Juror Billy Gay told The Times of Shreveport that he has done nothing wrong. Gay said he accepted the culverts and had them delivered and installed in his pasture.
Gay said the culverts, pulled by parish crews from La. Highway 783, were going to be crushed. Instead, Gay asked if he could have them. Parish dump trucks delivered the culverts and Gay said he used his tractor to cover them with dirt.
District Attorney Julie Jones received a complaint from Coushatta-area resident Berl Lawson and performed an initial inquiry. Jones said she called state police for an "objective third-party review."
