According to St. Mary Parish Sheriff Mark Hebert, during the last 24 hour reporting period the Sheriff's Office responded to 47 complaints and reports the following arrests:
Claude Hebert, 39, 236 Elaine Street, Baldwin, LA was arrested on November 7, 2013 at 9:21 am on a warrant for parole violation and on a warrant from Lafayette Parish for failure to appear on the charge of unauthorized use of an access card. Hebert turned himself in at the St. Mary Parish Law Enforcement Center in Centerville on the warrants. No bond is set.
Tiffany Brown, 29, 239 Coulee Street, Baldwin, LA was arrested on November 7, 2013 at 12:47 pm on a warrant for failure to appear on the charge of aggravated assault. Brown turned herself in at the St. Mary LEC in Centerville. She was released on a $2,000 bond.
Brennan Foreman, 21, 1011 Susan Court, Morgan City, LA was arrested on November 7, 2013 at 2:22 pm for theft of goods and on a warrant for probation violation. A deputy responded to a complaint of shoplifting at a store in Bayou Vista. Upon arrival, the deputy learned from a store employee that Foreman was seen taking a fishing reel from the packaging and placing it in his pocket. During the investigation, the deputy also learned that Foreman was wanted on an active warrant. Foreman was transported to the parish jail for booking and incarceration. No bond is set.
Amphone Phouvong, 36, 3712 Luanphabang Road, Broussard, LA was arrested on November 7, 2013 at 11:51 pm for driving while intoxicated. A deputy observed a vehicle parked on Highway 83. The deputy found a female subject sleeping inside while the vehicle's engine was running. The subject was identified as Phouvong. Upon speaking with Phouvong, the deputy smelled the odor of an alcoholic beverage and conducted a field sobriety test. Phouvong performed poorly on the field sobriety test and later registered a 0.106g% blood alcohol concentration on the breath test. She was transported to the parish jail for booking and incarceration. No bond is set.
Donald Melancon, III, 25, 134 Andras Street, Morgan City, LA was arrested on November 7, 2013 at 4:40 pm on the following charges:
Distribution of synthetic cannabinoids
Improper lane usage
Transactions involving drug proceeds
Ricky J. Caldwell, 40, 143 Andras Street, Morgan City, LA was arrested on November 7, 2013 at 4:40 pm on the following charges:
Possession of synthetic cannabinoids with intent to distribute
Possession of drug paraphernalia
Possession of Schedule IV (lorazepam)
Detectives with the St. Mary Parish Sheriff's Office Narcotics Division conducted a traffic stop on vehicle on Lake Palourde Road in Amelia after watching the driver cross the center line several times. The driver was identified as Melancon. Detectives received consent to search and located several packages of synthetic cannabinoids. Melancon also was found to be in possession of $764 dollars in cash (US currency) which was seized pending forfeiture. The passenger, Caldwell, was in possession of packages of synthetic cannabinoids, a smoking pipe, a bag of marijuana, and a bag containing several lorazepam pills. During the course of the investigation, detectives learned that Melancon had given the packages of synthetic drugs to Caldwell who intended to sell it. Melancon and Caldwell were transported to the parish jail for booking and incarceration. No bond is set.
