Sex Offender Compliance Operation-4 Arrested

On Wednesday, August 18, 2010, Lake Charles Police Department, Calcasieu Parish Sheriff's Department, US Marshall's Service and Louisiana State Probation and Parole joined together to conduct a Sex Offender Compliance Operation.
The Calcasieu Parish Sheriff's Department conducted Compliance checks on the west side of the parish, while LCPD, US Marshall's Office and LA Probation and Parole conducted checks within the city limits of Lake Charles. Within the city limits of Lake Charles there were 23 compliance checks with 4 arrests.
The 4 arrest that were made for alleged possession of stolen property, a warrant for alleged possession of stolen property, probation violation and alleged possession of child pornography.

Billy Ray Dugas, BM, dob: 7-4-43, address: 126 Kirkman St, Lake Charles, La
Charge: Illegal Possession of Stolen Property

Jerald J Ardoin, BM, dob: 3-23-78, address; 1513 E School, Lake Charles, La
Charge: Warrant for Illegal Possession of Stolen Property

Karel Wayne Smith, WM, dob: 12-12-65, address: 3101 Reidway St, Lake Charles, La
Charge: Probation Violation

Curtis Martin Cochran, WM, 6-23-60, address: 914 Gulf St, Lake Charles, La
Charge: Pornography involving a Juvenile

The arrest for pornography involving a Juvenile was the result of several inappropriate images of underage females located on Cochran's computers and digital storage devices. Also located in Cochran's residence were several digital photographs of young girls taken, we believe, without their parents' consent or knowledge at several parks in the southwest Louisiana area.
