New restrictions and transparency requirements would be added to the Tulane University scholarships that lawmakers hand out each year, under a proposal backed by the state Senate.
Republican Sen. Dan Claitor, of Baton Rouge, called his bill a "modest advancement" in a program that has been criticized as favoring political allies and campaign contributors.
The 130-year-old program lets each state lawmaker give one student annually a Tulane scholarship.
Claitor's bill would spell out that lawmakers couldn't give scholarships to elected officials, their immediate family members or family members of other statewide officials.
Tulane would have to disclose if scholarship recipients are related to other elected officials.
A 29-9 Senate vote Monday sent the bill to the House for consideration.
