St. Landry Parish School Board member Quincy Richard has filed his response to a lawsuit seeking to remove him from office. Richard argues in the filing that state law allows him to hold office because his 2004 felony conviction was set aside and expunged. This, he says, restored his rights. He claims that, as a result, the state constitution's provision barring felons from holding public office within 15 years of their sentence ending does not apply to him. No court date has been set.
