After a lengthy investigation, the Lafayette Metro Narcotics Task Force made several arrests following complaints of unlicensed massage establishments and reports of prostitution there.
You'll recall in May, as part of a KATC Investigation, we showed you six massage establishments in Lafayette who did not have the proper licenses from the state. At the time, officials told us they rely on complaints because no one actively searches out unlicensed establishments. They only regulate those who do have licenses. Following our report, seven Lafayette businesses were issued "cease and desist letters" by the state board.
The following arrests were made on August 21, 2014:
41-year-old Yanping Yang and 38 year-old Dongbo Yang were arrested for allegedly not having the proper licensing at "The Best Massage Foot and Body" in Lafayette, located at 4652 Johnston Street. Agents also say one employee, identified as 41-year-old Haiju Cheng, was masturbating a customer in one of the rooms. She was booked on charges of not having a license and prostitution by massage.
60-year-old Maojin Cin was arrested at a Lafayette apartment on a warrant from Calcasieu Parish for ten counts of promoting prostitution, ten counts of pandering, and ten counts of letting a premises for prostitution. Bond is set at $305,000.
61-year-old Chunlian Zhao was arrested at Diamond Spa in Lafayette, located at 1507 Kaliste Saloom Road, Suite D. Agents say she could not provide the professional license required by the State of Louisiana Board of Massage Therapy. She allegedly only had an application that she submitted to the board that was waiting approval.
44-year-old Xiaowei Geng was arrested Thursday afternoon at Ocean Spa, located at 2517 W. Pinhook Road. Agents say she didn't have proper licensing from the LA Board of Massage Therapy and allegedly offered to masturbate an undercover police officer in exchange for money. She was booked on charges of not having a proper license and prostitution by massage. 48-year-old Guixlang Song and 47-year-old Jinshuang Sun were also arrested at this same establishment for allegedly not having the proper licenses.
49-year-old Xiufen Li was arrested for allegedly not having the proper licensing for a massage establishment. She was arrested, according to the affidavit, at 1507 Johnston Street.
Earlier today, Calcasieu Parish deputies issued a news release regarding the arrest of several people in Lake Charles on similar charges. They say the investigation, assisted by the FBI and the Louisiana State Police, revealed the Asian Massage Parlors operating in Lake Charles, Bossier City, and Lafayette were all involved in prostitution activity.
