The NTSB's preliminary report does not say who was responsible for the crash, which killed both men in one plane and injured both people in the other on Oct. 10.
The pilots have been identified elsewhere as 53-year-old Thomas O'Leary Jr. of Deville and Darrell Newell of Pineville. The report dated Monday calls them only the lead pilot and wingman.
It says they had planned a low pass and landing at Pineville Municipal Airport.
Newell told investigators the lead plane banked about 45 degrees right and he went nose up and rolled quickly to the right, but was unable to avoid the collision.
