GONZALES, La. (AP) - A 43-year-old man arrested nearly four
years ago after DNA tied him to the unsolved rape and slaying of a Dutchtown woman in 1990 has pleaded guilty and identified a second man as the person who killed the victim.
Ascension Parish prosecutors say Herman Frazier pleaded guilty Tuesday to manslaughter, forcible rape and second-degree kidnapping of 18-year-old Tammy Lanie Bowers.
Based on Frazier's plea, Chief Deputy Tony Bacala tells that deputies obtained a warrant and arrested 54-year-old Tolbert Morris of St. Gabriel Tuesday afternoon on counts of first-degree murder and simple kidnapping.
As part of the plea agreement, prosecutors say Frazier will testify against Morris.
