On 11/21/10 at 12:19am MCPD Officers responded to a complaint on Third St. in Morgan City in reference to a male subject reportedly fondling a thirteen year old female. Investigating Officers at the scene learned that the suspect, FONSECA, who is the boyfriend to the mother of the victim, had fled the area prior to police arrival. On scene investigation indicated that FONSECA had inappropriately touched and fondled the female victim. A bulletin was issued for the suspect and an investigation began while Officers attempted to locate the suspect. On 11/21/10 at 1:10pm Officers were dispatched back to the area of the Third St. residence, but this time to the house next door. Upon arrival they learned that FONSECA returned and entered the residence. The mother told her children (Victim and young brother) to flee the residence and they did so and went to a neighbors house to call Police, and provided them with this information. Police went to the residence and attempted to knock but nobody answered the door. Officers continued to knock and announce police presence and eventually the mother opened the door and told police that FONSECA was hiding in the bathroom, and had taken her phone and physically restrained her and refused to let her come to the door to let them in, until she was able to get free. Fonseca was taken into custody, arrested and booked into the City Jail with no bond set yet.
