LIVONIA, La. - A Louisiana traffic stop led Texas
authorities to the man accused of killing a 13-year-old girl in March 1996 and leaving her body under a bridge in Chambers County.
Livonia Police Officer John Thibodaux stopped a car in January for swerving between lanes in Livonia. He arrested 45-year-old Kevin Edison Smith on a drug possession charge.
