The Kaplan Civil Service Board unanimously voted to terminate long time director Callie Abshire at its meeting Monday evening.
The due process meeting ended a three-month suspension with pay for Abshire. According to a letter from Kaplan Civil Service Board Chairperson Marlene Dronet, Abshire was suspended on May 28 for "unwillingness to follow instructions by the Civil Service Board and conduct unacceptable by a civil service director."
Abshire's termination marks the end of a running battle between her and Kaplan Mayor Kirk Champagne. In a letter to the board prior to Abshire's suspension, he said she complained Champagne was interfering in an employee election to abolish the civil service system. Champagne has proposed replacing the system with a part-time director of personnel position as a cost-cutting measure.
Abshire had been the director for 15 years.
