Iowa man charged with creulty to juvenile

An Iowa man is charged with cruelty to a juvenile. Jaime R. Capps, 35, is accused of using a belt to whip the child which caused bruises on both sides of the child's buttocks. Capps was arrested and booked into the Calcasieu Correctional Center and released on a $1,500 bond set by Judge Wilford Carter.
