The Franklin Police Department responded to 11 complaints over the 24 hours and made the following arrests:
4/10/14 @ 9:16 AM, John Finister V, 21, of Chris Ln., Franklin, LA, was arrested by the Berwick Police Department on warrants, dated February 3, 2014, held by this department charging him with Theft Over $1500 and Criminal Trespass. Finister was also arrested on warrants dated February 22, 2014 on the charges of Theft Over $500 but Under $1500 and Criminal Trespass. Finister was processed and released on a $12,000.00 bond.
The following two (2) arrests stem from a traffic stop in the area of Ibert St.
4/10/14 @ 7:23 PM, Barry Rouchon, 26, of Chatsworth Rd., Franklin, LA, was arrested on a warrant for Third Ward City Court for Failure to Appear on the charge of No Child Restraint, No Drivers License, and Loud Music (2nd Offense). Rouchon was processed and held on a $917.50 cash bond.
4/10/14 @ 8:33 PM, Takeila Rouchon, 31, of Chatsworth Rd., Franklin, LA, was arrested on warrants held by this department for the charges of Identity Theft (4 counts), Unauthorized Use of "Access Cards" as Theft, and Bank Fraud (4 counts). This arrests stems from officers investigating a complaint of a victim's personal information being used to open a line of credit. It was discovered after the investigation that there were three (3) additional victims. Rouchon was processed and held with no bond set at the time of press release.
4/10/14 @ 9:33 PM, Henry Bias III, 25, of James St., Franklin, LA, was arrested on two (2) warrants for 16th Judicial District Court on the charge of Criminal Neglect of Family. Bias was processed and held on a $1,608.43 bond.
4/10/14 @ 11:31 PM, Lysander Williams, 45, of Banner Dr., Franklin, LA, was arrested on a warrant for Third Ward City Court for Failure to Appear on the charge of No Drivers License. Williams was processed and held on a $210.00 cash bond.
4/11/14 @ 6:16 AM, Freddie Brown, 33, of Tabor St., Franklin, LA, was arrested and charged with Domestic Abuse Battery, Aggravated Assault, and Disturbing the Peace by Fighting. The arrest stems from officers responding to a complaint of a disturbance at a residence on Tabor St. Brown and the victim were allegedly fighting and Brown allegedly picked up a knife. Brown was processed and held with no bond set at the time of press release.
