The Franklin Police Department responded to 15 complaints over the past 24 hours and made the following arrests:
2/8/2013 @ 2:46 AM, KEMPER KENDALE BATISTE, 33, of Talbot Street - Franklin, LA was arrested and charged with No Drivers Licese and Tail Lamps, Two Required. Mr. Batiste was processed and held on a $500.00 bond to appear in 3rd Ward City Court.
