12/20/2010 @ 10:30 PM, RANDY ALLEN PICARD, 41, of Hamm Street - Franklin, LA while incarcerated was processed on two warrants issued by 16th Judicial District Court, charging him with 2 Counts Failure To Appear on the charges of Criminal Neglect of Family. Mr. Picard was processed and held on a $9797.83 bond to appear in 16th Judicial District Court.
