The following is a statement from Former Governor Kathleen Babineaux Blanco regarding published excerpts of former President George W. Bush's memoirs, "Decision Points."

"While I have only been able to read early reviews of former President Bush's memoirs, the published passages underscore the confusion that occurred in the immediate aftermath of Hurricane Katrina. Instead of immediately sending troops to LA, as I requested, the White House spent days debating the question of federalizing the Louisiana National Guard. That move would have unnecessarily complicated our situation, as I explained to the President at that time, as federalizing would have removed the Guard's inherent power to support local police authority, an increasingly necessary mission in those difficult days.

"I requested federal troops to support the Guard's evacuation and search-and-rescue missions, not law enforcement efforts. We simply needed more manpower, air support, medical support, equipment and
logistical support, which the federal forces could have easily provided early on without the President invoking the Insurrection Act, or worrying about the legal limitations of Posse Comitatus.
