Banking Regulations Slacken

LOS ANGELES (AP) - Banks have been issuing more credit cards lately, even to people with less than stellar credit. The credit reporting agency TransUnion says in the first three months of this year nearly a quarter of new credit cards were issued to high-risk borrowers. TransUnion also says fewer people are three months late or more making credit card payments.
